Pomorskie Hydrogen Valley Strategic Vision
The Pomorskie Voivodeship built a hydrogen valley vision anchored in ports and offshore wind, translated it into sectoral targets, and resolved conflicts between maritime shipping priorities and inland mobility demands.
The following steps were taken to fulfill the task:

Shared vision development: The Voivodeship, via the Pomeranian Hydrogen Valley, defined a hydrogen vision focused on ports, offshore wind integration, and maritime leadership, positioning Pomorskie as a European hub for green fuels. The vision was shaped in consultation with ports, industry, and academia, and tied to Poland’s climate and energy targets.

Commission 100 MW of electrolysis capacity by 2030 linked to offshore wind.

Establish hydrogen bunkering infrastructure in Gdańsk and Gdynia ports by 2028.

Deploy hydrogen buses in Gdańsk’s urban transport system by 2026.

Conflict identification & moderation: Conflicts arose between maritime stakeholders (prioritising port and shipping uses) and municipalities (seeking public transport applications). The Voivodeship facilitated compromise by sequencing priorities: maritime bunkering pilots in ports first, followed by gradual rollout of municipal mobility projects once production scaled.
