Overview

The H2 Voucher Mechanism is an innovative support instrument designed to accelerate the development of hydrogen technologies and projects in European regions. It provides targeted financial assistance for the early preparation stages of hydrogen initiatives, helping project promoters assess feasibility, prepare documentation, validate concepts, and move promising ideas toward implementation.

 

The mechanism is intended to reduce common barriers faced by public authorities, SMEs, start-ups, research organisations, and other stakeholders who often lack the resources or expertise to prepare hydrogen projects at an early stage. By funding feasibility studies, pilot design, technical analyses, and project development activities, the mechanism strengthens regional capacity to participate in the hydrogen economy.

 

H2 vouchers support cooperation between industry, research institutions, municipalities, and public administrations, creating a practical pathway from concept to investment readiness. Through this integrated approach, the mechanism contributes to innovation, decarbonisation, and the transition to cleaner energy systems in line with European climate and hydrogen strategies.

 

The mechanism was tested in the Ústí Region and consulted with partner regions across Central Europe. Feedback confirmed its flexibility, transferability, and strong potential to stimulate project pipelines, strengthen hydrogen ecosystems, and support regional transformation processes.

 

Typical supported actions include:

  • Preparation of pre-feasibility and feasibility studies

  • Development and validation of pilot hydrogen solutions

  • Technical, environmental, and economic assessments

  • Preparation of project applications for national or EU funding

  • Creation of project fiches and investment-ready documentation

  • Capacity-building activities for future hydrogen deployment

  • Support early-stage hydrogen projects through accessible financial assistance for studies, planning, and project preparation.

  • Reduce entry barriers for SMEs, public entities, research institutions, and innovators seeking to develop hydrogen solutions.

  • Strengthen regional absorption capacity and readiness for hydrogen-related investments and funding opportunities.

  • Promote decarbonisation by enabling projects that contribute to renewable energy integration, emissions reduction, and cleaner industrial and mobility systems.

  • Stimulate innovation through pilot projects, technology validation, and new hydrogen applications.

  • Improve project quality by helping applicants prepare mature, high-standard proposals ready for national, regional, or EU funding programmes.

  • Encourage cooperation among businesses, research actors, authorities, and communities to build regional hydrogen ecosystems.

  • Create a transferable support model that can be adapted and replicated by other European regions with different levels of hydrogen readiness.

  • Align regional project development with EU priorities such as the European Green Deal, Hydrogen Strategy, and climate neutrality objectives.
