Handbook for Strategic Decision-Making
The Handbook for Strategic Decision-Making is one of the key knowledge outputs developed within the H2CE – Empowering H2-ready Regions in Central Europe project. It brings together the project's strategic methodologies, planning approaches and practical experiences into a single guidance document designed to support evidence-based decision-making for regional hydrogen development.
The handbook builds on the collective expertise of the H2CE partnership and integrates knowledge generated throughout the project, including strategic planning approaches, GIS-based planning tools, Energy Cells Model outputs, competence-building activities, and implementation experiences from participating regions. Rather than introducing new methodologies, it translates the project's results into a practical, structured and transferable resource that can be applied by public authorities, regional planners, policymakers and other organisations involved in preparing hydrogen-ready regions.
Developed as both a printable publication and a digital resource, the handbook complements the H2CE Collaboration Platform and supports the long-term transfer of knowledge beyond the lifetime of the project. It serves as an educational resource for stakeholders seeking practical guidance on planning, governance and the implementation of regional hydrogen ecosystems.
