Italy – Unioncamere Veneto
Business-Led Vision for Hydrogen Corridors

Unioncamere Veneto facilitated the co-creation of a hydrogen vision around industrial corridors, defined transport sector targets, and balanced conflicts between SMEs’ competitiveness needs and large industry’s infrastructure demands.

The following steps were taken to fulfill the task:

  • Shared vision development: Unioncamere Veneto used its chamber network to engage businesses across logistics, transport, and manufacturing. The shared vision emphasised hydrogen as a driver of competitiveness and clean logistics, aligned with Italy’s national plan for decarbonising hard-to-abate sectors.

  • Concrete targets: The strategy included measurable objectives:

  • Establish hydrogen refuelling hubs along two TEN-T corridors by 2030.

  • Achieve a 10% share of hydrogen buses in regional fleets by 2030.

  • Support SMEs with at least 3 innovation programmes to integrate hydrogen technologies.

  • Conflict identification & moderation: Tensions emerged between large transport companies (seeking rapid infrastructure deployment) and SMEs (concerned about high costs). Unioncamere moderated this by proposing shared infrastructure models (public-private partnerships for refuelling hubs) and co-funding schemes to lower SME entry barriers.

  • Best practice value: Shows how a regional chamber of commerce can translate business perspectives into a collective hydrogen vision, define transport-oriented targets, and mediate conflicts between large and small economic actors.
