Implementation
The H2 Voucher Mechanism was developed and tested as a practical support tool to accelerate the preparation of hydrogen-related projects. Its implementation focused on creating a flexible, targeted and transferable funding instrument that helps regions overcome early-stage barriers such as limited expertise, weak project maturity and lack of feasibility resources.
The mechanism was primarily advanced through pilot activities in the Ústí Region, while feedback from partner regions helped validate its wider relevance across Central Europe. This collaborative approach confirmed that smaller-scale voucher support can play an important role in unlocking future hydrogen investments and project pipelines.
Implementation steps
1. Identification of Needs
Regional barriers to hydrogen project development were analysed, including lack of preparation funding, limited technical capacity and insufficient readiness for larger funding calls.
2. Design of the Voucher Model
A support framework was created for activities such as:
-
feasibility studies
-
technical and economic assessments
-
pilot concept preparation
-
project application support
-
expert advisory services
3. Pilot Testing
The model was tested in the Ústí Region to assess attractiveness, practicality and usefulness for local stakeholders and future hydrogen initiatives.
4. Stakeholder Validation
Consultations with project partners confirmed the mechanism’s flexibility, accessibility and transferability for different regional contexts.
5. Scale-Up Potential
The mechanism can be adapted for:
-
regional innovation vouchers
-
SME support schemes
-
municipal project preparation
-
cross-border hydrogen initiatives
Through this implementation process, the H2 Voucher Mechanism demonstrates how targeted early-stage support can help regions move from hydrogen ambition toward concrete projects and investments.
