Regional stakeholders in Styria evaluated the H2 Competence Centre approach as a practical and transferable model for improving hydrogen knowledge, stakeholder cooperation and regional preparedness for the energy transition.

A key conclusion emerged consistently:

Regions do not need large hydrogen institutions to start building hydrogen readiness — they need accessible expertise, practical training and coordinated stakeholder support.

The Styria approach focused on a lightweight, network-based model built around cooperation between public authorities, research organisations and energy stakeholders.

Together with HyCentA – Hydrogen Research Centre Austria, modular hydrogen training materials and awareness activities were developed for:

• municipalities and public authorities
• schools and educational institutions
• engineers and service providers
• local energy stakeholders

Stakeholder feedback highlighted strong demand for:

• simple and understandable hydrogen information
• shorter and practical training formats
• real regional examples instead of theoretical content
• accessible expert support for municipalities and SMEs

The testing also showed that hydrogen awareness and capacity building should be gradual and adapted to different stakeholder groups. As a result, the training materials were structured into both introductory and more advanced modules.

A particularly important finding was the high transferability of the Styria model. Unlike large institutional structures, the approach can be replicated relatively easily through:

• regional expert networks
• modular training materials
• workshops and stakeholder consultations
• online and hybrid learning formats
• cooperation with schools, research centres and energy agencies

This makes the model suitable not only for advanced hydrogen regions, but also for regions at an earlier stage of hydrogen readiness.

The Styria experience demonstrated that even smaller-scale competence structures can significantly improve regional hydrogen literacy, strengthen stakeholder coordination and support preparation of future hydrogen projects and energy transition activities.
